Field investigation found Panama-donated supplies reached an earthquake survivor.

On Monday, Venezuela’s General Directorate of Military Counterintelligence (DGCIM) refuted false reports alleging the misuse of international aid sent to victims of the earthquakes that struck on June 24.

The DGCIM located a shipment of international aid in Monagas state that Panama City Mayor Mayer Mizrachi had alleged was possibly diverted. Previously, he had placed concealed Global Positioning System (GPS) tracking devices inside the supplies to covertly monitor their destination.

The discovery came after Mizrachi made public statements questioning the chain of custody of the assistance sent to those affected by the earthquakes. Through a field investigation, however, the DGCIM determined that the aid — consisting of diapers, food and personal hygiene products — had not been improperly diverted.

The supplies sent from Panama were in the possession of Marjori Blanco, a woman from the Playa Grande sector of La Guaira state who survived the earthquake and traveled on her own to Orinoco Avenue in Maturin.

The intelligence technical report stated that the satellite tracking signal from the GPS device, concealed by the Panamanian mayor’s office inside the diapers and essential goods, was activated at Blanco’s current temporary residence.

The verification carried out by Venezuelan authorities comes amid a wave of fake news orchestrated by individuals on social media seeking to hinder international solidarity through information that has not been corroborated or verified.

This smear campaign has used headlines such as “Panama Mayor Reports Possible Diversion of Humanitarian Aid Sent to Venezuela” and “Humanitarian Aid Sent to Venezuela From Panama Stolen.”

“Once again, we have dismantled actions by some sectors that seek to politicize this difficult moment the Venezuelan people are going through,” the Communications Ministry said.

On June 24, the state of emergency caused by the powerful magnitude 7.2 and 7.5 earthquakes immediately activated the Venezuelan state’s response structures, the solidarity of its citizens and support from dozens of countries.

On July 5, the latest earthquake update released confirmed 3,342 deaths, 16,740 injuries, 6,462 people rescued and 86,794 families assisted.

Authorities reported 17,345 people left homeless, 856 buildings damaged and 190 collapsed, more than 4,000 international rescue workers, 9,585 metric tons of food distributed, 23,820 patients treated, 29,567 personnel deployed and 27,482 active volunteers. At least 669,008 liters of water have been distributed, and 79 temporary camps remain open to assist those affected by the disaster.

Emergency health services have been activated, including mobile hospitals, as well as psychological support services and missing-person search operations, collection centers across the country, a presidential commission of experts to assess infrastructure, a government mission to promote reconstruction and measures to support those affected by the disaster.
