New initiative combines housing programs, subsidies and tax relief to rebuild areas damaged by the June 24 earthquakes.


Acting President Delcy Rodríguez announced on Saturday the launch of the Great Mission Venezuela Rises Again (Gran Misión Venezuela Renace, in Spanish**)**, a national recovery initiative aimed at rebuilding homes and infrastructure damaged by the 7.2 and 7.5 magnitude earthquakes that struck the country on June 24.

Housing recovery plan

The new mission will integrate the Barrio Nuevo, Barrio Tricolor, Juntos Todo es Posible and Venezuela Bella programs into a single framework to coordinate reconstruction efforts in the affected areas.

“I have decided to create the Great Mission Venezuela Rises Again, which will include the Barrio Nuevo, Barrio Tricolor missions, together with Juntos Todo es Posible and Venezuela Bella. It will be a major operational arm for housing and infrastructure recovery at the service of this entire process.”

Acting President also announced the creation of a US$200 million reconstruction fund for infrastructure projects. She stated that the resources remain blocked “in the International Monetary Fund and other financial institutions around the world,” adding that the fund, to be known as Venezuela Rises Again, is intended to finance the rebuilding of earthquake-affected communities.

She further disclosed that her office has coordinated with public and private banks to activate mortgage lending with substantial subsidies for households impacted by the disaster.

Subsidies, construction materials and tax relief

Authorities have established a financing program that will provide monthly payments over the next six months to support those most severely affected by the earthquakes. “We have determined that the financing program will provide a monthly allocation during the next six months, allowing a permanent contingency income for the people most affected.”

Delcy Rodríguez added that mortgage financing will include subsidies of up to 80 percent through the country’s public and private banking system. She also announced exemptions from taxes associated with property registration, rentals and real estate purchases, while confirming a ban on the export of construction materials.

The acting president stressed that immediate assistance remains the government’s priority for families who lost relatives, homes and other property. “Venezuela is entering a recovery process: recovery of infrastructure, recovery of housing. The Presidential Commission is actively verifying, house by house, whether each home is habitable or not.”

She noted that financing has already been activated through the banking system to enable homeowners to repair damaged residences.

Economic outlook and national unity

During a meeting of the Economic Council, Venezuelan Acting President reviewed the country’s macroeconomic indicators following the earthquakes, assessing their impact on productive infrastructure and the operation of key economic sectors.

She stated that the hydrocarbons sector remains active and continued to recover during the second quarter, while tax revenues have also remained stable. Rodríguez added that food and medicine supplies continue to be available and that a special plan involving at least 10 sectors of the economy has been activated to support the recovery process.

There will be the engines of the economy, banking, the stock market, construction, entrepreneurship, the communal economy, supplies, hydrocarbons, pharmaceuticals and food. We are moving forward, little by little but with firm steps, recovering. And most importantly, embracing a nation that is wounded but has demonstrated strength and national unity in these moments of pain.”

Acting President Delcy Rodríguez also acknowledged the lives lost in the earthquakes and highlighted both domestic and international solidarity during the emergency.
