On Wednesday, the Foreign Interference Restriction and Enforcement Act (FIRE) went into effect in Florida, criminalizing local companies that conduct business with Cuba.

The legislation aims to curb the influence of governments considered hostile by the southern state, such as Venezuela, Iran, North Korea, China, Russia, and Syria, as well as organizations designated as terrorist groups.
According to the Florida legislature, the law expands criminal penalties and allows for the revocation of business licenses for companies that operate with Cuba in violation of federal law, thus tightening economic restrictions.
The law also penalizes “false statements” related to illegal business activities linked to Cuba and prohibits public officials from accepting gifts or benefits from countries considered to be of “concern.”

The impact is already evident in cases like Vanguard Energy, whose business license was revoked in Miami-Dade County after attempting to export 250,000 barrels of fuel to Cuba, which generated trade tensions.
Platforms like EnviosCuba.com, used by the Cuban diaspora to send food to the island, suspended operations in response to the new measures, while cities like Miami and Hialeah are investigating businesses with possible Cuban ties.
The legislation also prohibits adoption agreements and surrogacy contracts with citizens of designated countries, broadening the scope of the restrictions amid growing pressure against Havana.
