Venezuela’s Acting President Delcy Rodríguez met on Tuesday with Brazilian Defense Minister José Múcio Monteiro, a special envoy from President Luiz Inácio Lula da Silva, to coordinate the deployment of crucial humanitarian aid and technical support.
This initiative follows the two devastating earthquakes, measuring 7.2 and 7.5 magnitudes, that recently struck the nation, underscoring strong regional solidarity in the face of the emergency.
The meeting, held in Caracas, symbolized a profound gesture of brotherhood and collaborative efforts between the two South American nations.

Minister Monteiro emphasized the inherent closeness between Caracas and Brasilia, reaffirming the deep historical and cultural ties that bind them. “Everyone knows the affection that my President has for Venezuela. Brazil and Venezuela are one country from now on”, he declared, highlighting a commitment to sustained cooperation beyond immediate disaster relief.
The Brazilian delegation’s presence signifies not merely temporary assistance but a reinforced bond between sovereign States in a moment of shared adversity, demonstrating the tangible benefits of a strong, South-South partnership.
The South American giant activated a contingent of 100 Brazilian military personnel for the mission. This force comprises 40 highly skilled health professionals and 60 infantry soldiers from the Environmental Disaster Immediate Response Force (FRIDA) of the Brazilian Navy.
Text reads: “We received the Minister of Defense of Brazil, José Múcio Monteiro, and the National Secretary of Housing of the Federative Republic of Brazil, Augusto Henrique Alves Rabelo, to whom we thanked the support of President Luiz Inácio Lula da Silva and the brotherly Brazilian people in the face of the emergency that Venezuela is experiencing. Solidarity and cooperation between our peoples reflect the strength of a historic relationship of friendship and brotherhood.”
Beyond personnel, Brazil promptly established a fully equipped field hospital in La Guaira, a region significantly affected by the seismic events. This vital medical facility possesses the capability to perform 200 daily medical consultations, providing critical care to the injured and those displaced by the earthquakes. The strategic placement and operational capacity of this hospital are pivotal in alleviating the strain on Venezuela’s existing healthcare infrastructure during this emergency.
Furthermore, the technical equipment dispatched by the neighboring country includes cutting-edge telecommunications technology. This advanced gear features spectrum analyzers and high-sensitivity antennas, specifically designed to track cell phone signals emitted from under collapsed rubble. This sophisticated capability is indispensable for locating potential survivors in areas where conventional search methods are difficult or impossible, significantly boosting the rescue efforts. The Brazilian delegation, led by Minister Múcio, also included representatives from other ministries and the state-owned Caixa Econômica Federal bank, indicating a comprehensive approach to support and recovery.
The initial Brazilian operation is slated to remain in Venezuela for 15 days, with a potential extension for another 15 days, ensuring that their invaluable assistance continues until the situation is deemed stable and under control.
Acting President Rodríguez, accompanied by FM Yván Gil and other ministers, expressed profound gratitude for Brazil’s gesture of brotherhood. She reaffirmed the historical ties and solidarity uniting both nations during this period of adversity, highlighting the robust commitment from the international community.
