
The Cuba’s Government officially established this Tuesday the National Institute of State Business Assets (INAEE), a new entity attached to the Council of Ministers, tasked with driving the transformation and development of the state enterprise system.
The formation of the National Institute of State Business Assets (INAEE) was formalized on June 30 through Decree 144/2026, which has been published in the official Gazette of the Cuban Republic. This significant governmental measure positions the new creation as a crucial institution responsible for leading the strategic transformations and fostering the comprehensive development of Cuban state enterprise system.
This move signifies a renewed focus on optimizing the performance and efficiency of the country’s primary economic actors, reflecting a broader governmental strategy to modernize and strengthen its economic model.

Roberto Ricardo Marrero has been appointed to lead this new body, taking the helm of the implementation process for the new policies specifically designed to fortify the state enterprise sector. His appointment underscores the importance the Cuban Government places on this initiative, signaling a commitment to active leadership in the reform process.
Under his direction, the National Institute of State Business Assets is expected to become a central figure in reshaping how state-owned businesses operate and contribute to the national economy.

Enterprise Autonomy
According to the details outlined in the decree, the Institute has several principal objectives. These include solidifying the essential separation between state and business functions, a critical step towards greater operational clarity and efficiency. Furthermore, the institute aims to promote the development of a robust mixed enterprise fabric, encouraging diverse forms of economic participation. Strengthening training and audit mechanisms is another key goal, intended to enhance transparency and professional development within the sector. Crucially, it will also work to foster greater autonomy for state enterprises, empowering them to make more agile and market-responsive decisions.
A significant outcome expected from this establishment is the reduction of the administrative burden currently borne by the various agencies of the Central State Administration in their oversight of the vast enterprise system. This streamlining effort is designed to free up administrative resources and allow State agencies to focus on their core governmental functions, while the new institute provides specialized, focused supervision for businesses.
During a press conference held in Havana, the Minister of Economy and Planning, Joaquín Alonso Vázquez, elaborated on the initiative’s scope. He explained that the creation of the Institute is intended to refine the regulatory framework, enabling a differentiated treatment for various entities within the State enterprise system. This nuanced approach will allow for policies tailored to the specific needs and characteristics of different enterprises, further strengthening their management autonomy.
The Economy Minister emphasized that the institute’s core mission is to direct the transformation process of the socialist State enterprise, which is universally regarded as the principal actor within the Cuban economy. By guiding this evolution, the new institute will favor greater articulation and collaboration among various economic actors. This strategy aims to more efficiently harness the country’s productive and service capacities, driving economic growth and development through synergy and optimized resource allocation.
Among the specific functions assigned to the institute are the modernization and reorganization of state enterprises, enterprise groups, unions and corporations. Additionally, it will be responsible for establishing clear performance objectives and strengthening the governance boards of these entities. These measures are geared towards enhancing managerial effectiveness and accountability across the state sector.
Alonso Vázquez reiterated that the establishment of the National Institute of State Business Assets will not diminish the autonomy of individual enterprises, nor will it alter the competencies of existing State organs and institutions that currently interact with the state enterprise system. He also highlighted that the new entity would actively promote studies and research initiatives specifically oriented towards supporting the ongoing transformation process of the sector, ensuring that policy decisions are informed by robust analysis and evidence.
