
UN Secretary-General Antonio Guterres this Tuesday has strongly condemned the ongoing illegal expansion of Israeli settlements in the West Bank, affirming that the occupation is driving the most severe displacement crisis for the Palestinian people since 1967.
The Secretary-General of the United Nations (UN), Antonio Guterres, expressed his firm condemnation regarding the incessant expansion and increased activity of illegal settlements by Israel’s occupying forces within the West Bank territories.
The high-ranking official warned that this colonialist policy is taking deeper roots through the systematic development of new outposts, thereby exacerbating the most severe displacement crisis experienced by the Palestinian people in the region since 1967.

Guterres specifically conveyed his profound concern over the so-called E1 urban project. This strategic plan, situated to the east of occupied Jerusalem, envisions the construction of 3,412 new homes spanning 12 square kilometers within the boundaries of the existing Ma’ale Adumim settlement. The implementation of this significant infrastructure megaproject would geographically divide the West Bank into two non-contiguous areas, effectively separating the northern section from the southern part of the territory.
According to the UN chief, this division would further consolidate Israel’s illegal annexation plans, which are being actively advanced by the Israeli cabinet through complementary road works and coercive operations. These actions are reportedly executed with the backing of security apparatuses, further entrenching the occupation and altering the demographic and geographic landscape of the West Bank. The E1 project, in particular, has long been a point of contention and international criticism due to its potential to severely fragment Palestinian territory.

West Bank Under Siege
An international body’s report further details that the systematic violence perpetrated by extremist settler gangs against Bedouin communities and Palestinian farmers is carried out with the active complicity of the occupying military forces.
This complicity, the report states, guarantees total impunity for the aggressors, creating an environment of profound fear and insecurity for the local Palestinian population. Such acts of violence are not isolated incidents but rather a sustained pattern of intimidation and dispossession, directly contributing to the displacement crisis highlighted by Guterres.
In response to the egregious breaches of international legality in the area, representatives from France, the United Kingdom, Greece, Latvia and Denmark issued a joint statement before the UN Security Council. Their declaration unequivocally demanded that the Government of Israel definitively cease its colonization efforts and put an end to the abuses against the civilian Palestinian population. This collective call from European nations underscores the growing international concern regarding Israeli actions in the occupied territories and the urgent need for adherence to international law.
Adding to the gravity of the situation, the Israeli human rights organization B’Tselem reported that during the year 2025, at least 54 Palestinian children and adolescents were killed in the occupied West Bank at the hands of Israeli military forces. The institutional report from B’Tselem firmly asserts that this tragic toll is a direct consequence of an increasingly permissive and lethal policy regarding the use of force by the occupying army. Among the fatalities documented were three minors aged between two and nine years old, alongside dozens of teenagers from various Palestinian communities, highlighting the indiscriminate nature of the violence.
The B’Tselem document further details that in 13 of the documented cases, the Israeli army deliberately delayed or prevented access for paramedics and local residents to attend to the wounded. This obstruction of vital first aid is a grave violation of humanitarian principles and international law, significantly increasing the suffering and loss of life. Such actions are deeply concerning and underscore the severe restrictions placed on healthcare access in the occupied territories.
