A Gaza “Board of Peace” promoted by the Trump administration plans to grant itself sweeping absolute legal immunity and the authority to confiscate Palestinian public properties at no cost, according to a draft resolution revealed on June 27 by the British newspaper The Guardian.


The draft extends protection from arrest, detention, or local legal proceedings not only to board members and their administrative affiliate—the Office of the High Representative, led by Bulgarian diplomat Nickolay Mladenov—but also to Palestinian technocrats appointed for management, troops of the International Stabilization Force, and non-resident contractors.

The executive committee includes Trump’s son-in-law Jared Kushner, special envoy Steve Witkoff, White House chief of staff Susie Wiles, and national security advisor Marco Rubio, with both Witkoff and Kushner holding New York real estate investments that could allow them to benefit financially from reconstruction alongside Israeli businessmen.

International law specialists have warned that the body’s activities are illegal, arguing they consolidate Zionist occupation following the genocide against the Palestinian population. Six lawyers specializing in U.S. contract law and armed conflicts also expressed concern over the draft, noting that it omits accountability mechanisms for soldiers or contractors in cases of shootings, accidents, or routine land-use disputes.

Noura Erakat, a professor of international law at Rutgers University, stated that the board seeks to nullify all external oversight—including international occupation law—in order to establish its own legal system isolated from existing treaties.

Despite several nations pledging billions of dollars to join the project, most funds have not been transferred, reconstruction contracts remain suspended, and the international stabilization force has yet to deploy on the ground.
