
Cuban President Miguel Díaz-Canel received Vietnamese special envoy and Foreign Minister Le Hoai Trung on Sunday in Havana, where the visiting official reaffirmed Hanoi’s enduring solidarity and investment commitment.
The delegation toured the Mariel Special Development Zone and Pinar del Río’s joint rice project — part of a bilateral roadmap adopted by party and state leaders in 2024.

Mariel’s director general, Ana Teresa Igarza Martínez, noted that Vietnam ranks as the second largest investor in the enclave, with active ventures spanning industry, agri‑food processing, disposable diaper and detergent manufacturing, renewable energy, trade, finance, and banking. She added that recent National Assembly reforms aim to energize the economy, improve conditions for existing businesses, and attract new players.
The delegation then traveled to Pinar del Río province to inspect a joint rice production initiative, where over 900 hectares have been planted so far in 2026 with yields above the national average. Provincial party secretary Yamilé Ramos Cordero indicated that additional high‑quality land could be incorporated into the project.
Deputy Agriculture Minister Telce González Morera confirmed that the Pinar del Río operation, more consolidated than a similar venture in Granma, has consistently delivered harvests exceeding the country’s average performance.

Le Hoai Trung praised the fertility of Pinar del Río’s soils while recalling that Vietnamese farmers achieved strong yields on less favorable terrain in 2025. He emphasized that brotherhood, not mere business, drives Vietnam’s engagement, and reiterated Hanoi’s pledge to invest wherever Cuba most needs assistance to withstand the complex scenario created by U.S. sanctions.
