On Monday, the Cuban Commerce Chamber announced the launch of the Booster Program, an initiative of the New Economic Actors Project (NAE) created to promote the internationalization of micro, small, and medium-sized enterprises (MSMEs).

The program is structured in two modalities: the Sectoral Booster, aimed at producers of coffee, honey, and processed fruits; and the Geographic Booster, focused on information technologies, creative industries, and renewable energies, targeting Mexico, Canada, and Europe.

The central objective of the strategy is to boost the participation of Cuban MSMEs in international value chains and facilitate their access to business opportunities in strategic sectors.

The national launch was broadcast online from the Chamber’s headquarters, with the support of the United Nations Development Programme (UNDP), the European Union, the Economy Ministry, the Foreign Trade Ministry, and ProCuba.

This program is part of international cooperation efforts to diversify the Cuban economy and strengthen the integration of its economic actors in external arenas.

New Economic Dynamics

On Thursday,  the National Assembly of People’s Power of Cuba approved a package of reforms aimed at revitalizing and decentralizing the national economy. The measures cover a wide range of areas, from transformations in forms of ownership in the economic sphere to an expansion of the framework for foreign investment, wage reform, and local autonomy.

President Miguel Díaz-Cannel stated that “Cuba, our beloved Cuba, is experiencing the most difficult times of this century, and we have the historic responsibility to save it.” He emphasized that “the concept of Revolution that the Commander-in-Chief bequeathed to us, in his own words, continues to challenge us 26 years later,” and added: “It is time to change everything that needs to be changed.”

Among other points, the proposal aims to streamline financial operations for foreign investors, allowing them to open accounts abroad without prior authorization, requiring only notification, and granting them direct access to the foreign exchange market to trade their foreign currency.

The regulatory package anticipates reducing procedures and processing times. It also incorporates the principle of “positive administrative silence” and further decentralizes the authorization process.
