President Putin promises security, fertilizers, and long-term energy supplies.

On Thursday, Russian President Vladimir Putin guaranteed energy security, nuclear cooperation and fertilizers to the countries of the Association of Southeast Asian Nations (ASEAN).

His remarks took place at a summit held in Kazan, a Russian city hosting delegations from Singapore, Laos, Thailand, Vietnam, East Timor, Malaysia, the Philippines, Brunei, Indonesia, Cambodia, Myanmar and Russia.

“The strategic partnership between Russia and ASEAN is an important stabilizing factor in the Asia-Pacific region,” Putin said on the occasion of the 35th anniversary of Russia-ASEAN relations.

Philippine President Ferdinand Marcos Jr., whose country holds the bloc’s presidency, confirmed members’ willingness to develop relations with Russia, arguing that “cooperation and not confrontation is the best way to build peace.”

Hydrocarbons And Nuclear Cooperation.

Despite the U.S.-Iran deal paving the way for the reopening of the Strait of Hormuz, Russia and ASEAN issued a joint statement agreeing to expand cooperation to ensure the security and diversification of energy supplies.

ASEAN countries do not want to face a crisis situation again, such as when the Middle East conflict broke out in February, which led some countries like the Philippines to urgently import Russian oil for the first time in five years.

Russia offers ASEAN “long-term” contracts for oil, liquefied gas and electricity at market prices, the document states, and also refers to the need to coordinate the creation of strategic reserves.

Another point is the peaceful use of the atom in line with nonproliferation principles, including the creation of research institutes and training of personnel.

Putin addressed that issue with Lao Prime Minister Sonexay Siphandone, whose country, like Vietnam, is interested in building a nuclear power plant. Both countries signed an intergovernmental agreement in Moscow on the peaceful use of atomic energy.

In addition, Putin also said Russia is willing to begin exporting fertilizers and medicines to the region, as food security is one of the most pressing issues for these countries.

Unanimity With Iran.

Besides criticizing NATO’s presence in the Asia-Pacific, Putin said Russia will continue contributing “by all means” to maintaining peace and stability in Southeast Asia. He also called for building a “reliable security system” in the Eurasian region.

He further noted that Russia and ASEAN welcome the signing of the memorandum of understanding between the United States and Iran to end the conflict in the Middle East.

“We hope that the situation in the Middle East and the Persian Gulf will stabilize, which will have a positive impact on global energy and food markets,” Putin pointed out.
