Under the name LITEMPO, one of the largest and most complex operations of the Central Intelligence Agency (CIA) in Mexican territory began, consisting of a whole network of paid agents and collaborators around the presidency of the Republic since 1958 (J. Morley, 2011, Our Man in Mexico: Winston Scott and the Hidden History of the CIA), as part of the psychological operations with which the United States attacks our national sovereignty.
The first star agent, already active before Operation LITEMPO, was Adolfo López Mateos, former president of Mexico, codename LITENSOR. And from the operation’s inception, with López Mateos’s approval, came: Emilio Bolaños, a car salesman and nephew of former president Gustavo Díaz Ordaz, codename LITEMPO-1; Gustavo Díaz Ordaz, also responsible for the 1968 massacre, codename LITEMPO-2; Fernando Gutiérrez Barrios, former governor of Veracruz and Secretary of the Interior under Carlos Salinas de Gortari, codename LITEMPO-4; Luis Echeverría Álvarez, former president of Mexico, codename LITEMPO-8; and many other LITEMPOS, such as Miguel Nazar Haro, former director of the now-defunct Federal Security Directorate and a prime example of state terrorism. These are just some of the sinister characters who betrayed Mexico, sold strategic information, were accomplices and puppets of the Monroe Doctrine, lent themselves to the manipulations of the US government to achieve its objectives, brutally repressed the Mexican people in their various administrations, and for history were and are, although many of them are underground, traitors to the homeland.

Since then, the principles of non-intervention, self-determination, and sovereignty in international law have been trampled on by the United States, not only in Mexico but globally. Given this history, one would have to be incredibly naive or foolish to believe that there aren’t CIA agents in Mexico conducting covert or overt operations as part of Psychological Warfare Operations (PSWO) against our country. If the Iglesia de la Luz del Mundo (Church of the Light of the World), in violation of the Constitution, has ministers infiltrated in strategic positions within all three branches of government and at all three levels, why would the CIA be any different? Of course, for this to happen, the complicity or subservience of many actors within the Mexican government is necessary.
Aside from US consulates and the US Embassy, one of the CIA’s perfect fronts, and a hub for covert agents of various specialties, is the United States Agency for International Development (USAID). This is nothing more than US interventionist “diplomacy” for imperialism and fascism in the countries where it operates, encompassing all strategic areas of these nations through programs in health, education, the economy, security, human rights, youth, women, agriculture, industry, and so on. For example, the human rights advisors to former Secretary Alejandro Encinas at the Secretariat of the Interior were USAID personnel in person—what a calamity! The world’s most violent terrorists lecturing on human rights! And with the blessing of the Mexican government.

Similarly, the “defunct” Iniciativa Mérida (Mérida Initiative) was nothing more than a scheme of subordination and control over US police and intelligence agencies like the DEA, the FBI, and of course the CIA, supposedly for combating drug trafficking, organized crime, and “terrorism.” Today, the Mérida Initiative is grandiosely called the Bicentennial Understanding on Security, Public Health, and Safe Communities. One of its components is the “strengthening of police cooperation and bilateral information exchange…” ( https://consulmex.sre.gob.mx/ ). In other words, the “Understanding” not only failed to limit the functions of the interventionist Mérida Initiative but expanded them into the areas of education, health, and society.
In the wake of the scandal surrounding the deaths of two of four CIA agents in a supposed car accident after dismantling a drug lab in the Mexican state of Chihuahua—a case involving national security and sovereignty—the voices of official fanaticism leapt from their congressional stronghold to the murky arena of shared responsibility, beating their chests in the name of the nation they claim to defend. The target now is a far-right governor simply for being governor, not because she can be directly implicated in any alleged crime, even though she openly acknowledged being aware of the presence of foreign agents operating on Mexican soil in the fight against organized crime, something already established in the Bilateral Understanding.
For the ruling party and the parliamentary autocracy, someone has to take the fall to cover up the true reality of violations of national sovereignty, the presence of agents from the CIA, FBI, DEA, and whoever else is involved, and the alleged complicity and responsibility of many of these individuals and even institutions like the National Intelligence Center (CNI) itself. Who can truly believe that the CNI is unaware of the CIA’s undercover agents operating in Mexico, plus those who infiltrate special operations and enter Mexico on tourist, temporary worker, student, and other visas? And what role is the Ministry of National Defense and the Second Section of Military Intelligence playing in all of this? Is the President of the Republic aware of the intricacies of intelligence and counterintelligence regarding national security and sovereignty?
And the key question is how many traitors to the nation operate as CIA-paid agents within state structures and in strategic positions—governments of the 32 states of the Republic, the Congress of the Union, the Judiciary, and the Presidency. Or rather, how many new “LITEMPOS”—CIA agents—are currently operating, subordinate to the United States, or governing while pretending to defend our nation?
