A CIA agent held a meeting in the office of the Governor of Chihuahua, María Eugenia Campos Galván , revealed journalist Luis Chaparro, who corroborated the meeting, which took place last January, months before the car accident in which two members of the Central Intelligence Agency died in Chihuahua territory, through a photograph and various testimonies.

“At least once, this CIA agent named Michael was in the Governor’s office at the end of January!” Chaparro explained to Los Periodistas, a program on SinEmbargo Al Aire. The journalist from Pie de Nota indicated that two sources, one from the United States and the other from the Chihuahua State Attorney General’s Office, showed him a picture of the U.S. agent getting out of a vehicle and entering the office.

Luis Chaparro explained that these are images he decided not to publish, nor the testimonies he has, because there is an ongoing investigation: “We believe that those responsible for generating the links to the process, a trial or whatever comes, should do their job and not have us journalists be the ones to pass judgment.”

In recent hours, the Governor of Chihuahua has given a series of interviews in which she confirmed the participation of U.S. agencies in security operations in Chihuahua. In these conversations, she maintained that DEA and FBI agents operate in the state, and even admitted that they have participated in operations for the “arrest and extradition” of “generators of violence.” She also stated that there should be armed CIA agents operating within Mexican territory.

The Governor, for example, explained that there are meetings between the Attorney General’s Office and the Public Security Secretariat of Chihuahua with intelligence agents from the United States government in Ciudad Juárez, “but not from the CIA, it was the State Department. It was Homeland Security, it was the FBI, it was the DEA, never the CIA.”

During the conversation with Los Periodistas, Chaparro maintained that the versions offered by the state government have been marked by “lies and inconsistencies” since the accident in which US agents died in Chihuahua territory was made public.

“From the beginning, it’s been a series of lies and inconsistencies. I don’t see much point in it if, after all, these agents had been operating for years, since the beginning of this administration. The Governor knows it, the Attorney General knew it. Did they remove the Attorney General, or did they sacrifice him, because of the first lie, the most blatant one: that the agents were hitchhiking in the Sierra de Chihuahua? You all know the Sierra de Chihuahua well. It’s impossible for someone to be left stranded, especially a foreign agent,” he stated.

The journalist explained that, according to the investigation carried out by Pie de Página, one of the deceased agents, identified as “Michael” or “Mike”, had personally gone to the office of the state governor accompanied by officials from the Chihuahua Prosecutor’s Office.

“We know that one of the deceased, Michael, was one of those killed in the accident. We have his name, images, and photographs. A source even sent us the forensic reports on the deaths of these agents to confirm the image we have of this individual at the Chihuahua State Government Palace. He allegedly presented himself as such. The source says, ‘I don’t know exactly what topics they discussed.’ She was there, along with members of her staff, people from the Attorney General’s Office, and this individual, Michael, from the U.S. Central Bureau of Investigation,” he recounted.

Chaparro stated that his two sources agree that Campos Galván was aware of the presence and operations of US intelligence agents in Chihuahua.

Another photo, uncovered by Milenio at the end of April, showed the CIA agents carrying weapons and wearing Chihuahua Attorney General Office uniforms.

“The Governor is aware of this. Both sources confirm the same thing. At least once, this CIA agent named Michael was in the Governor’s office at the end of January. They share testimony, part of what was stated, and they also share a picture of this individual getting out of a vehicle there in the office,” he indicated.

The journalist also confirmed that he had seen the images and that they remain unpublished so as not to interfere with the official investigations. “Yes, we have the images. We even have them in Pie de Página. It’s an image that we have in Pie de Página that we have decided again not to publish, so as not to hinder the process, and to present the information as is. As always, we have published verified information, corroborated by various sources,” he said.

The interview also touched on the case of former Chihuahua Attorney General César Jáuregui Moreno, who, according to Chaparro, fled the country for Texas and failed to appear before the Attorney General’s Office to testify. “For now, we only know that he crossed into El Paso, Texas, at some point. We don’t know if he returned to Mexico, if he stayed in El Paso, or if he went further into the United States. So far, we only know that seven people, including the Attorney General, didn’t appear to testify for one reason or another,” he commented.

The journalist also asserted that some of the people who did appear before the Attorney General’s Office broke with the alleged “script” prepared by the state government to exonerate the Governor.

“They were given more or less the script they had to say. It was practically blaming the dead man (…) and absolving the Governor of blame by saying: ‘It was never reported, the Governor was never informed.’ That was more or less the script they gave to everyone who went to testify. Some of those who went to testify, even with the script, did decide to testify that there was indeed knowledge,” he explained.

For Chaparro, beyond the political implications, the case reveals possible violations of the National Security Law and an irregular relationship with US agencies.

“The job of the Mexican government, beyond political parties, is to comply with the law as it stands, and the National Security Law is very clear; it is indeed very restrictive, but it is very clear,” he concluded.
