On Wednesday April 29th, news broke that, as we had feared, Canada was selected to host the global headquarters of the new DSRB war bank, something Prime Minister Carney has been vying for over the past several months. World BEYOND War and allies have spent the last few months building power to push back against this plan (including by bringing together dozens of national organizations across sectors to publicly denounce the war bank just two weeks before this announcement, and by supporting teachers in confronting one of Canada’s biggest war bank champions at a pension AGM two days later!)
The DSRB stands for “Defence, Security and Resilience Bank” — a new bank pitched in late 2025 and set to launch later this year, though it’s far from a sure bet. A finance arm of NATO’s war machine, it’s designed to fund and accelerate a global arms race and is intended to serve as a hub where public money will be used to solicit private investment in weapons and military industries.
In response to campaigns that successfully forced institutions worldwide to divest from weapons of war, they are trying to create a new way to funnel billions directly to arms manufacturers.
Hosting a new war bank, at the same time that Carney has pledged to more than triple Canada’s military spending, would be a commitment to support and fund a war-filled future. It would mean a foreign policy for Canada based on never-ending militarization and violence. Not to mention that ramping up military spending as Canada’s industrial and foreign policy is perhaps the worst possible way to do what Carney says he’s committed to – break our dependence on the United States. Canada’s arms industry is perhaps the single most U.S-dominated industry in the country. The DSRB will reinforce Canada’s current role as second- or third-tier supplier to the U.S. military industrial complex.

Within 36 hours of the announcement, we held a press conference in Toronto, the top candidate for cities where the war bank will be HQ’ed. World BEYOND War organizer Sharmeen Khan spoke alongside Stop the War Bank campaign partners to announce ramped up opposition to stop this new military financial institution before it can get off the ground. The press conference livestream is available to watch on X or Instagram.

The press conference was covered in a deep-dive article in the Maple, by Emma Paling, that also digs into our growing campaign to shut down the new global war bank before it can get off the ground. The article features powerful quotes from organizers with World BEYOND War, the Council of Canadians, CFS-Ontario, Davenport for Palestine, and OTPP Divest connecting Canada’s dizzying ramp up of militarism with cross-movement struggles for healthcare, democracy, housing, education, labor rights, and solidarity across borders.
This is a critical moment to reject Canada’s commitment to profiteering from perpetual war in the guise of economic development. To refuse to let arms dealers prosper in our cities while people here and around the world suffer. We must rise up to reject the DSRB war bank. Not in Toronto, not in Canada, not on this planet.

@rss your heart, as bots go, may be in the good place. That said, however, I disagree. Victory Bonds ahead of any war breaking out is a greater deterrant than nukes.
Rules of Acquisition no. 301 clearly states:
Enriched uranium will always decay, but Victory Bonds will bare interest. :)
