At least 40 families were disrupted by the forced fencing and blocking of passageways in a community on Calachuchi Road, Barangay Andagao, Kalibo, Aklan on April 15. These prepare for the planned eviction and demolition of the community after self-identified landowner Jesus Daroy arrived. The community was surrounded with metal sheets caging residents, including the elderly, pregnant women, and children.

Bagong Alyansang Makabayan (Bayan)-Aklan condemned what it called the landowner’s inhumane violations against residents.

Bayan-Aklan chairperson Kim-sin Tugna said the supposed landowner who carried out the fencing showed no court order. He also had no permit from the local government and relied only on a barangay certification.

Defending the fencing, Andagao Barangay Captain Juliet Melgarejo said it went through the “proper process.” Melgarejo insisted that the landowner Daroy had repeatedly met some residents regarding the eviction.

Residents were reportedly first given the end of 2025 to leave, which was extended to March 2026. She said Daroy even offered residents the option to buy the land where their houses stand. He would also donate a portion of the land to the barangay for a road project.

Despite this, Bayan-Aklan said the abrupt closure of pathways without notice, consultation, or humane consideration is a clear form of harassment and intimidation against the poor. It stressed that this is not merely an administrative issue but a matter of justice, human rights, and a stand against abuse.

The group also expressed outrage that these unjust actions were carried out amid severe poverty and an economic crisis. Bayan-Aklan supports residents in demanding to dismantle the fence, reopen pathways, and restore residents’ right to move freely and live with dignity.

The group called on the Kalibo local government and concerned agencies to take immediate action to address and resolve the situation. They must ensure that residents’ rights and security are protected.

In support, the Integrated Bar of the Philippines (IBP)-Aklan visited the community on April 16 to consult with residents and assess their situation. Meanwhile, some residents have reportedly begun demolishing their own homes on April 17 in connection with the eviction.
