A Philadelphia City Council committee has advanced two bills that would prevent landlords from retaliating against tenants who complain about conditions. The bills aim to protect tenants from harassment, and prevent landlords from doing things like failing to make repairs, eliminating promised services, or refusing to renew a lease.
