The people of Kalinga are enraged and grieving because of the martyrdom of Victor Daligdig, also known as Ka Sid and Ka Changli. He was an excellent, brave, patient, zealous and jolly cadre of the Communist Party of the Philippines and commander of the New People’s Army.

The Lejo Cawilan Command – NPA Kalinga and the entire revolutionary forces extend their utmost gratitude to all who grieved, took care of and transported Ka Changli’s body to his family’s home, attended his funeral wake and internment, and gave their respects and revolutionary salute to a martyr. Let us continue and reaffirm the traditional and revolutionary custom of paying due respect to those who have passed away.

Ka Changli’s martyrdom on 23 November 2025 at Barangay Allaguia, Pinukpuk, Kalinga was part of the brutal operations of the fascist-terrorist 5th ID, 503rd Brigade, 53rd DRC, 103rd IB, 98th IB, 14th Company of the SAF, 1st and 2nd Companies of the Provincial Mobile Force and CAFGU units against the people and revolutionary forces in Kalinga.

Ka Changli led a respectable life in their barrio. His persona was formed amidst hardships. He became aware of the rottenness of the ruling social system. He wholly embraced the revolution and the armed struggle as the genuine solution that will end the exploitation and oppression of imperialism and the ruling classes.

Ka Changli never doubted and resolutely answered the call of the Party to undertake the Third Rectification Movement. He actively participated in educational discussions to review the basic principles of the Party. He was open in criticizing and rectifying the forms of pessimism, empiricism, conservatism and bureaucratism within him and the unit to which he belonged. In the face of the brutal counter-revolutionary war of the US-Marcos Jr. regime, he endured the hardships and steadfastly held on. He was determined to explain to the masses about the National Democratic Revolution and the Third Rectification Movement.

The death of one of the best sons of the people, who came from the ranks of the peasant national minorities and genuine revolutionaries, shows Ka Changli’s fervor and readiness to face the most noble and highest sacrifice for the sake of the National Democratic Revolution.

In contrast, the fascist-terrorist character of the ruling US-Marcos Jr regime is evident in the unabated massive deployment of its troops, along with the repeated fake and forced surrenders of civilians and inactive members of the NPA and the firearms alleged to belong to them. Corruption in the implementation of the Barangay Development Program is rampant.

The main objective of the enemy’s declaration that the province of Kalinga is “insurgency free” and “peaceful” (a declaration that has been repeatedly made by them since 2022) is to attract foreign and local capitalists to invest in the province. The US-Marcos Jr. regime has further opened up Kalinga’s land and resources toplunder by the exploitative classes. Nevertheless, the violence of the reactionary state and its mercenaries cannot stop the people’s rising up to advance the National-Democratic Revolution as it is the true solution that will destroy the roots of poverty. The people’s struggle will not abate as long as the rotten semicolonial and semifeudal system remains. The rage and grief felt by the people because of Ka Changli’s death shall further stoke the flames of revolution in Kalinga.
