The Communist Party of the Philippines (CPP) today said the second part of the ceasefire declaration of the Central Committee will commence on midnight tonight, and will be fully complied with by all units of the New People’s Army, despite attempts by the Marcos government to downplay and undermine the holiday gesture.

CPP Chief Information Officer Marco L. Valbuena dismissed the “foolish remarks” of Philippine National Police Chief Lt. Gen. Jose Melencio Nartatez who expressed doubts on the “sincerity” of the revolutionary forces in observing the ceasefire.

Valbuena pointed out that the remark by PNP chief comes a few days after the NPA had already successfully implemented the first part of the ceasefire declaration last December 25-26, even amid the relentless combat operations carried out by the Armed Forces of the Philippines (AFP).

“General Nartatez’s remarks are meant to divert public attention from the Marcos administration’s refusal to make any gesture of goodwill to the people amid their traditional holiday, exposing its militarist agenda and bloodlust,” added Valbuena.

He said that the PNP echoes the “fascist-oriented statements” of the Department of National Defense and the Armed Forces of the Philippines (AFP) downplaying the ceasefire as “mere propaganda” to justify their on-going all-out war.

It can be recalled that on December 15, the CPP Central Committee ordered the NPA to observe a four-day ceasefire from 00:00 hours of December 25 to 23:59 hours of December 26 and again from 00:00 hours of December 31 until 23:59 hours of January 1, 2026. The declaration, the CPP said, was issued in solidarity with the Filipino people as they celebrate their traditional holidays “amid grave social and economic hardships.”

Valbuena said the PNP acting chief is making his boss look ridiculous when he warned of possible attacks by the NPA, which Marcos has already officially declared non-existent (“no more guerrilla groups”).

As the second part of the ceasefire begins tonight, the CPP reiterated its directive for all NPA units to go on “active defense mode” and maintain “high alert.” The Party stressed that while the NPA will faithfully observe the ceasefire, it must remain ready to defend itself and the masses should the fascist forces of the AFP and PNP launch offensive actions.
