On Friday, Judge Jean Valverde of the La Libertad Criminal Judicial Unit ordered the mandatory appearance of former Ecuadorian Vice President Jorge Glas at a corrective habeas corpus hearing.

The court order, issued after complaints by Glas’ lawyers about degrading conditions and a lack of medical care at La Roca prison, stressed the constitutional obligation to present the defendant “in person” so his physical condition can be assessed.
Judge Valverde also ordered precautionary measures to be implemented immediately to safeguard the former vice president’s life. In his ruling, he instructed the Health Ministry and the National Service for Comprehensive Attention to Adults Deprived of Liberty (SNAI) to coordinate actions to guarantee Glas’ physical well-being and security during his incarceration.
The ruling states that if there is a medical need recommended by specialists at the penitentiary, Glas must be urgently transferred to a public hospital. The measure responds to warnings from his lawyers, who said Glas must be hospitalized immediately due to his deteriorating health.

The text reads, “During the habeas corpus hearing, former Vice President Jorge Glas asserted that his transfer to the Encuentro prison was a political stunt. He also complained about his health and the lack of medical attention he is receiving.”
Defense attorneys also argue that Glas should be released because he completed the full length of his combined sentences in the Odebrecht and Sobornos cases in October.
However, he remains in custody in the “Manabi Reconstruction” case, a proceeding in which his lawyers allege irregularities due to the failure to notify them of the written verdict. Attorney Sonia Vera said such an omission prevents the exercise of the right to appeal and amounts to an arbitrary extension of imprisonment that violates due process.
For Friday’s hearing, which will be held in a hybrid format combining in-person attendance and a remote connection, the Interior Minister and the SNAI director have also been summoned. Both officials must submit all medical records and the inmate’s prison file.
Valverde warned that any failure to present Glas will result in the sanctions under the Jurisdictional Guarantees Law, reaffirming that judicial oversight of the defendant’s life and physical integrity is a mandatory priority.
