Cuban Foreign Minister Bruno Rodríguez Parrilla denounced on Tuesday, December 23, that the United States’ designation of fentanyl as a “weapon of mass destruction” is part of a strategy to generate “false pretexts” and launch “acts of war” against countries in Latin America and the Caribbean.

In a statement published on the social media platform X, Rodríguez acknowledged that fentanyl use is a real and serious problem in the United States, where it causes between 200,000 and 300,000 deaths annually, according to figures cited by the US administration. However, he warned that classifying this substance as a weapon of mass destruction seeks to destabilize sovereign governments and facilitate the appropriation of natural resources in the region.
“Washington is trying to ignore the multifactorial origins of fentanyl use,” stated the Cuban Foreign Minister, while accusing the U.S. administration of “covering up” the malpractice of pharmaceutical corporations. Among these, he mentioned the indiscriminate prescription of opioids, amphetamines, and oxycodone, as well as the limited and costly access to healthcare and the profound socioeconomic vulnerabilities affecting the U.S. population.

Rodríguez noted that this stance ignores domestic demands for social justice and healthcare, prioritizing instead political hegemony. The statement comes in response to the measure previously adopted by former President Donald Trump, who declared fentanyl—a synthetic opioid up to 50 times more potent than heroin—a weapon of mass destruction.
The Cuban denunciation underscores the tactics of domination that, according to Havana, threaten sovereignty and Latin American integration.
