Speaking at the 2025 Expo Productive Machines, the Bolivarian leader said that “investors who operate in compliance with national regulations, the Constitution, the Hydrocarbons Law and under contract” will find Venezuela to be a reliable partner.
Maduro reiterated that the Bolivarian government fulfills its legal commitments despite U.S. President Donald Trump’s multifaceted aggression against Venezuela. So far, the U.S. pressure has included threats of a naval blockade and the seizure of two ships carrying Venezuelan oil.
“When we sign a contract in accordance with the Constitution and the law, it is fulfilled, rain or shine, thunder or lightning, as is happening with Chevron. Beyond the circumstantial, temporary conflicts we may have with the current U.S. administration, Chevron’s contract is honored to the letter,” Maduro said after a vessel owned by the U.S. company and loaded with Venezuelan crude departed.

On Sunday, Venezuelan Vice President and Hydrocarbons Minister Delcy Rodriguez informed the departure of the tanker Canopus Voyager, carrying Venezuelan oil bound for the United States.
She said the operation was carried out “in strict compliance with regulations and in fulfillment of the commitments assumed by the national oil industry, within the framework of the contracts in force with the company.”
In the same context, Hector Obregon, the president of Petroleos de Venezuela (PDVSA), said the country’s 2025 oil planning has been successful, posting sustained month-by-month growth in production. He confirmed that oil output has reached 1.2 million barrels per day.
Obregon also said that 22 Productive Participation Contracts were consolidated thanks to the implementation of the Anti-Blockade Law. In addition, he informed a 22% increase in refining levels, ensuring the fuel supply needed for industrial development and for meeting the needs of the Venezuelan population.
