US President Donald Trump on Monday signed an executive order (EO) designating illicit fentanyl, a powerful synthetic opioid driving the US overdose crisis, as a weapon of mass destruction.     Where have we heard this narrative before? I seem to recall this phrase being used by another president, to justify something illegal, but I can’t quite put my finger on it.
