On Dec. 10, China presented its Third Policy Document towards Latin America and the Caribbean, which seeks mutual cooperation and respect.

The Document proposes collaboration in areas where China has significant expertise. With this roadmap, President Xi Jinping seeks to enhance relations with Latin America, where trade exceeded US$500 billion in 2024.

The updated policy document highlights that Latin America and the Caribbean have “promising” development prospects and are an indispensable force in global multipolarization.

China proposes five programs focused on solidarity, development, civilizations, peace, and peoples. In the first one, the country reaffirms the “One-China” principle and promotes consultation mechanisms with Latin American and Caribbean countries.

The Chinese government appreciates that most LATAM countries support the One-China principle and reiterates that Taiwan is an inalienable part of its national territory.

China also seeks to facilitate the transfer of goods and services, promote free trade agreements, sign investment protection agreements, support Chinese companies in LATAM, and contribute to local employment.

The policy document proposes collaboration between Chinese institutions and their regional counterparts, which expands work in oil, natural gas, clean energy sources, and nuclear cooperation for peaceful purposes.

China plans to boost infrastructure, manufacturing, agriculture, digital, and exchanges to address extreme climates. It proposes joint laboratories, research centers, and high-tech industrial parks with universities and innovative companies.

In the programs for civilizations, peace, and peoples, China seeks to combat drug trafficking, support the proclamation of Latin America and the Caribbean as a “Zone of Peace,” and develop military cooperation.
