China will not seek a nuclear arms race and opposes the United States’ deployment of offensive missiles in Asia, according to Beijing’s latest white paper on nuclear policy.     Nuclear is just one portion of arms, and arguably nowhere near as significant as it used to be. There’s no reaaon to seek nuclear parity today when it’s threat is no longer valuable. The threat of simply being able to reach around the world with even a conventional missile is sufficient, and hypersonics very likely already exist.

    China just recently launched a new aircraft carrier - tell me again they’re not building up (and that’s just one thing, but carriers are massive in every sense).
