I’m not an expert and I hope I’m not completely off base here. Take this with a grain of salt.

The maduro regime was pretty brutal cracking down on opposition. The people that would fight back have done so and were jailed or martyred. Additionally there was a massive wave of refugees leaving Venezuela due to economic conditions, crime and oppression. I would guess that the demographics at this point just don’t support resistance
